41 Area Operational Community Facilities Program


41 Area at Camp Pendleton is a Design Build project with 16 structures, two parking garages, three bridges and miles of road, utility improvements and the Demolition of 10 structures in two separate geographical locations. The 16 structures serve 19 functions over 15 different user groups. Webcor/R.A. Burch provided management of over 60 designers, a field management staff of 25 and an on-site worker staff of over 200. The project is the most complex project MCB Pendleton has experienced in a single award Military Construction project.

We remained within budget despite over 200 design changes initiated by the client. Webcor/R.A. Burch is committed to developing the design with the government’s energy mandates in the forefront. To that end, the design for these facilities places emphasis on the building envelopes and decreasing total energy usage by increasing insulation, installing high-efficiency fixtures and equipment, and installing a 380 Kw photovoltaic system over 28,700 SF of parking shade structure. The project is on-track to earn three Platinum and two Gold LEED certifications. All of the buildings exceed the mandates of the 2005 Energy Policy Act, and as a minimum, exceed California Title 24 energy efficiency standards by more than 30%. In addition, despite over 847,000 man hours worked over three years, there were no lost time accidents or DARTs during construction.
