The Presidio has been a San Francisco landmark for centuries — a former military post turned national park sitting on some of the most dramatic coastal terrain in the country. But beneath its historic streets and hillsides, the infrastructure keeping it running is long overdue for a reckoning. Webcor is leading the ground-up renewal of the Presidio's park-wide utility systems — 600+ acres of water, sewer, storm drain, electrical, and communications infrastructure.

The Presidio of San Francisco is one of the most unique places in the country — a 1,500-acre national park at the edge of the Golden Gate, with a working residential and commercial community built on top of infrastructure that in many cases hasn't been meaningfully updated in decades. Webcor is leading the effort to change that.

Spanning more than 600 acres of mountainous coastal terrain, the Presidio Trust Utilities Renewal Program is a park-wide overhaul of the critical systems that keep the Presidio functioning: potable water, sanitary sewer, storm drain, electrical distribution, and communications. The program is structured across multiple phases and five distinct project packages, with phased GMPs allowing construction to advance while design continues to evolve — a delivery model that requires deep collaboration between Webcor, design partners, and the Trust.

The scope is substantial: 31 miles of underground utilities, five substations, more than 300 transformer replacements, and infrastructure serving over 1,000 residential and 300 commercial meters. Phase work includes Storey Avenue utility replacement, the Main Post, Pilots Row, East Hill Sanchez, and Simonds Loop — each presenting its own combination of elevation changes, historic preservation requirements, and constrained urban site conditions.

The program is funded in part through an appropriation from the U.S. Department of Interior via the Inflation Reduction Act, reflecting both the federal significance of the site and the clean energy principles guiding the renewal. Electrical and communications work is led by subject matter expert Rosendin, with civil infrastructure supported by McGuire Hester — two partners whose specialized expertise complements Webcor's role as program lead across planning, design, and construction.
